Austin launches initiative to consolidate overlapping services between departments

AUSTIN (KXAN) — In a memo from Austin City Manager T.C. Broadnax to department directors, the city manager unveiled a new initiative that looks to consolidate and streamline services that overlap between departments.

“In an effort to reimagine and improve how we provide services such as Human Resources, Facilities Management, Financial Services, Budget, Capital Delivery Services, Communications, Fleet, Equity & Inclusion, and Grants Management, the City is launching the Shared Services Optimization process. While we already operate with elements of a shared services model, these systems have evolved inconsistently across departments. This has resulted in duplication, inequities, and varied experiences for staff,” the memo said.

During that process, the city will create a better overarching strategy for shared services and “create common standards and approaches that ensure equitable access and outcomes across departments.”

How will this work moving forward? The memo said the city’s Budget and Organizational Excellence team will lead the project, starting with mapping out current challenges and seeing how other cities share services.

Then the city will work on “defining scope, conducting service-level discovery, and advancing specific improvement projects.”

“I want to emphasize that this is not simply about centralization. Instead, it is about designing shared services that are responsive, reliable, and rooted in the needs of customer departments,” the memo said.
